Our Founders' Story - Mark & Monica Petersen
The foundation of M&M Angel Partners was laid in January 2023 following our retirement to Bayawan City, Philippines. Confronted by widespread poverty, we were immediately struck by the diligence, unselfishness, and profound happiness of the local people. A desire to help them achieve self-reliance was cemented by the words of founder Monica, who, having experienced poverty herself, stated: "I give, not because I have much, but because I know how it feels to have nothing."
Seeking a sustainable solution, we accepted callings as Welfare and Self-Reliance (WSR) Specialists for the Bayawan Branch of The Church of Jesus Christ of Latter-day Saints. Utilizing the Church's Self-Reliance initiative, we guided 21 entrepreneurs through rigorous training in business and finance. While living the principle "Start Small, Think Big," these participants successfully developed business plans and launched small operations, demonstrating their ability and generating positive cash flow.
Despite their success and dedication, a crucial barrier remained: the inability to save enough money to grow and expand their business. They had the skills, the plan, and the proven work ethic, but lacked the capital. After much prayer and pondering, this experience led to the creation of the M&M Angel Partners Perpetual Spark Program—a financial bridge designed to transform potential into permanent self-reliance, lifting families out of poverty one spark at a time.

Who, before her passing in 2019, lovingly encouraged Mark, her husband for 54 years, to use the wealth they had accumulated together to help the poor.

The Perpetual Spark Solution
Established programs like the Academy for Creating Enterprise (ACE) and the LDS Church Self-Reliance programs effectively teach individuals essential skills, principles, and planning required to start a business. Our local experience highlights that trained entrepreneurs in the Philippines are capable, diligent, and poised for success. However, these successful graduates often face a significant hurdle: accessing growth capital to purchase inventory, equipment, or materials necessary for growth. Community partnerships and micro-finance support are crucial in overcoming this challenge, as without this 'spark,' their business plans stall, preventing the full realization of their training's success.

The PSP operates as a Pay-It-Forward, Zero-Interest Revolving Loan Fund that supports community partnerships by ensuring donated capital is never 'spent' but is perpetually reinvested in the community to provide entrepreneurial growth capital and essential microfinance support.

Founder’s Commitment: Founders of M&M Angel Partners chose to share their blessings by donating to fund a Perpetual Spark Program pilot in the Bayawan Branch of The Church of Jesus Christ of Latter-day Saints, which has a high population of poor members.
· Pilot Group Loans: The pilot group of 21 trained entrepreneurs began receiving PSP loans in September, October, and November 2025.
· Loan Repayments: As of October 12, 2026, 85% of pay-it-forward loan repayments have been made on time as scheduled. The remaining 15% received targeted mentoring and are now back on track to success.
· Perpetual Spark: On January 24, 2026, M&M Angel Partners made the first Perpetual Spark Program Loan from repaid funds. Since then, six more Pay-it-Forward loans have followed.
