The foundation of M&M Angel Partners was laid in January 2023 following the founders' retirement to Bayawan City, Philippines. Confronted by widespread poverty, they were immediately struck by the diligence, unselfishness, and profound happiness of the local people. A desire to help them achieve self-reliance was cemented by the words of founder Monica, who, having experienced poverty herself, stated: "I give, not because I have much, but because I know how it feels to have nothing."
Seeking a sustainable solution, the founders accepted callings as Welfare and Self-Reliance (WSR) Specialists for the Bayawan Branch of The Church of Jesus Christ of Latter-day Saints. Utilizing the Church's Self-Reliance initiative, they guided 12 entrepreneurs through rigorous training in business and finance. While living the principle "Start Small, Think Big," these participants successfully developed business plans and launched small operations, demonstrating their ability and generating positive cash flow.
Despite their success and dedication, a crucial barrier remained: the inability to save enough money to grow and expand their business. They had the skills, the plan, and the proven work ethic, but lacked the capital. After much prayer and pondering, this experience led to the creation of the M&M Angel Partners Perpetual Spark Program—a financial bridge designed to transform potential into permanent self-reliance, lifting families out of poverty one spark at a time.

Established programs, such as the Academy for Creating Enterprise (ACE) and the LDS Church Self-Reliance programs, are highly effective at teaching individuals the skills, principles, and planning necessary to start a business. Our local experience confirms that trained entrepreneurs in the Philippines are capable, diligent, and ready for success.
However, these successful graduates repeatedly face a critical and often insurmountable obstacle: accessing the initial capital needed to purchase inventory, equipment, or materials for growth. Without this "spark," their business plans stall, and the success of their training cannot be realized.

The PSP operates as a Pay-It-Forward, Zero-Interest Revolving Loan Fund that ensures donated capital is never "spent," but rather perpetually reinvested in the community.
